Rwanda’s Builders Are Going Digital and Now There’s a Credential to Match It

Charis UAS and IER launch a national network giving digital project monitoring official professional standing.

Kigali, Rwanda Charis UAS Ltd and the Institute of Engineering Rwanda (IER) discussed and agreed on the establishment of Digital Construction Leaders Network (DCLN), the first initiative in Rwanda to give digital construction monitoring formal recognition within an accredited engineering professional framework.

Engineering professionals and consulting firms that embrace data-driven project oversight will now be formally evaluated and recognized under IER’s Continuous Professional Development (CPD) system, earning a credential issued under the authority of Rwanda’s statutory engineering regulator.

Why This Matters

Rwanda’s construction sector manages billions of dollars in active infrastructure: roads, buildings, housing, and public works delivered every year. Yet project monitoring across much of the sector remains manual, fragmented, and difficult to verify. Cost overruns, delays, and accountability gaps remain persistent challenges.

The DCLN addresses this by creating, for the first time, a recognized professional pathway that both celebrates and builds excellence in digital construction. Engineering professionals  and  consulting firms already using digital monitoring tools are delivering measurable results: faster project cycles, fewer costly surprises, and a level of oversight that is helping them win more work and build stronger client trust.

The DCLN formally recognizes that achievement. But it goes further. Through IER-accredited training and structured capacity building, the network will equip the next generation of practitioners with the skills to adopt these same practices, grow their firms, and raise the standard of delivery across Rwanda’s construction sector. This is not a regulatory requirement. It is something more powerful: professional recognition. Engineers who earn DCLN status will be formally acknowledged by IER as leaders in digital construction practice, a distinction that sets them apart within their profession and signals a standard others will want to meet.

What the DCLN Will Do

Starting in 2026, the Digital Construction Leaders Network will:

  • Recognise Digital Construction Pioneers quarterly engineering professionals and firms formally evaluated and certified for excellence in digital project monitoring.
  • Deliver IER-accredited CPD training in digital construction oversight, earning participants official CPD credits toward their professional development requirements.
  • Co-host a national annual gala celebrating  Rwanda’s leading digital construction practitioners.

Voices from the Partnership

“A formal, credentialed recognition for the engineers and firms who are raising the bar on how infrastructure is monitored and delivered in this country that is what has not existed before, and that is what we are creating. Rwanda has built a reputation as a continental leader in governance and technology. Our construction sector deserves that same standard.”

— Eric M. Rutayisire, Chief Executive Officer, Charis UAS Ltd

“IER’s mandate is to protect the public through the highest standards of engineering practice. Digital construction monitoring, when properly evaluated and credentialed, directly serves that mandate. This partnership allows us to formally recognize professionals who are leading the way and to make digital excellence a valued part of how Rwandan engineers grow in their careers.”

— Steven Sabiti, Executive Secretary/CEO, Institute of Engineering Rwanda

The Network Is Already Moving

The signing of this MoU marks not just a commitment, but a beginning. Both organizations are already building the DCLN’s governance structures, training program, and first recognition cycle.
